KEO Low Income Assistance Program
Funded by the KIUC Charitable Foundation, the program administered by Kauaʻi Economic Opportunity assists Kauai families and individuals with a one-time credit once every rolling 12-month period.

Catholic Charities Hawaii Utility Assistance
Funded by the KIUC Charitable Foundation, the program assists Kauaʻi families and individuals with a one-time credit once every 12-month period. Low income is 300% of the poverty level. Maximum subsidy may not exceed $300.00.

Hawaiʻi Home Energy Assistance Program (H-HEAP, formerly LIHEAP)
H-HEAP is a federal program that provides qualifying low-income households with a one-time credit paid directly to KIUC to assist with energy costs. Applicants may apply once per program year for one of two types of credit: Energy Credit (EC) or Emergency Crises Intervention (ECI).
- Energy Credit (EC): Applications are only accepted during the month of June and applicant must have an active electric account.
- Emergency Crisis Intervention (ECI): Applications are accepted throughout the year and applicants must meet the same criteria as the EC, except that the purpose of the ECI is to restore or prevent disconnection of electric service at the current residence.
